Revolut got a DLT licence in Gibraltar on 19 October. EU customers stay with the MiCA entity in Cyprus; here is what is settled and what is not.

On 19 October 2026, Revolut announced that Gibraltar's regulator (the GFSC) has granted a DLT licence for crypto to a new entity, Revolut Global Digital Assets Limited (RGDAL). Nothing changes for customers in the EU because of this news: they are served by a different entity, Revolut Digital Assets (Europe) Ltd, which has held a MiCA authorisation from the Cypriot regulator CySEC since 20 October 2025. Revolut names no countries and no start date for the new entity.

Revolut in Gibraltar in short

  • Who and what: Revolut Global Digital Assets Limited (RGDAL) received a permission under part 7 of Gibraltar's Financial Services Act, issued by the Gibraltar Financial Services Commission (GFSC). Revolut calls it a DLT Provider licence and itself speaks of an ‘authorisation’.
  • Which services: receiving, transmitting and executing orders in virtual assets, custody of virtual assets and staking, according to the Gibraltar government.
  • Announcement: 19 October 2026, by Revolut and the Gibraltar government.
  • Purpose: RGDAL is meant to support Revolut's crypto services in ‘key expansion markets’. Revolut does not say which markets those are; details will follow ‘in due course’.
  • Not for the EU: Gibraltar is outside the EU. This permission is not a MiCA authorisation and therefore gives no MiCA passport.
  • For EU customers, the following still applies: Revolut Digital Assets (Europe) Ltd, authorised by CySEC (Cyprus) since 20 October 2025, according to the ESMA register.
  • Size according to Revolut: more than 80 million retail customers and more than 16 million crypto users worldwide.

Three Revolut entities for crypto

With RGDAL, Revolut has three regulated entities for crypto. Which one you use depends on where you live.

Revolut Global Digital Assets Limited (RGDAL)GFSC, Gibraltar (DLT)Not yet announced

This breakdown comes from Revolut's own announcement, as reported by Fintech News Switzerland and FX News Group. Nowhere does it say that RGDAL will serve EU customers. Do not assume it will.

What does the ESMA register say about Revolut?

In ESMA's register, Revolut is listed as Revolut Digital Assets (Europe) Ltd, with CySEC as the competent authority and 20 October 2025 as the date. In the file we use (as of 16 October 2026), the passport list contains 30 countries: Cyprus itself and 29 others. The Netherlands, Belgium, Germany, France, Spain, Portugal and Poland are on it, as is Italy.

A passport is the right to offer services from one EU country in other countries. Such a right comes from an authorisation in a member state. A permission from Gibraltar does not add to it. You can read more about the difference between an authorisation and a notification in our piece on the MiCA register, and you can check each provider on our page with MiCA authorisations.

Why Gibraltar, and why now?

On 19 October, the Gibraltar government also said that Revolut has fully resumed onboarding new Gibraltar residents to its e-money and payments app. The government does not say why this had been on hold.

The Gibraltar government says its 2018 DLT framework was one of the first of its kind. According to iGB, Gibraltar is broadening its economy because the gambling industry is under pressure: the UK's remote gaming duty rose from 21% to 40% on 1 April. The government expects two other DLT permissions in the same week, without naming the firms. Minister Nigel Feetham called the permission for Revolut ‘an important development for Gibraltar's virtual asset sector’.

That is Gibraltar's explanation. Why Revolut wants a third entity is not in the sources. Only the purpose is stated: supporting its international offering.

What does this mean for you as a European investor?

You use Revolut in the EEA. Your crypto is held by Revolut Digital Assets (Europe) Ltd. You can see this in the terms in the app. Nothing changes for your regulator: it remains CySEC.

You see a different entity in the app. If Revolut ever asks you to move to RGDAL, first check which licence comes with it. A Gibraltar permission does not give you the same protection as a MiCA authorisation, such as the rules on segregated custody of client assets and a complaints procedure that MiCA imposes on providers. Revolut has not said that such a move is coming.

You live in the United Kingdom or outside Europe. Then this news may be meant for you, but Revolut has not named any markets.

Tax. This news does not change how your country taxes crypto; you can find that per country on crypto tax in Europe.

What is not certain yet

  • Which markets RGDAL will serve. Revolut says details will follow.
  • When the services start, which crypto assets will be included and what it will cost. The sources say nothing about this.
  • Whether Revolut will ever offer this entity to EU customers. We have not read any statement from Revolut on this.
  • Primary source. Our server was refused (403) when it tried to open the press release on revolut.com, and the web archive could not be reached. The facts above come from iGB (21 October), Fintech News Switzerland and FX News Group (19 October), which quote the statements of Revolut and the Gibraltar government, plus the ESMA register for the Cypriot entity. As soon as the original text can be opened, we will update this article.

Frequently asked questions

Does Revolut have a crypto authorisation in the EU?

Yes, the ESMA register lists Revolut Digital Assets (Europe) Ltd with CySEC (Cyprus) as the competent authority and 20 October 2025 as the date. That is a different entity from RGDAL in Gibraltar.

What is a DLT licence in Gibraltar?

It is a permission from the GFSC for firms that work with distributed ledger technology. Gibraltar introduced this framework in 2018. It is not a MiCA authorisation and does not count as a passport in the EU.

Will anything change for my Revolut account in the Netherlands or Germany?

According to the sources, no. Revolut names no new markets and no date, and the EEA is served by the Cypriot entity.

When does RGDAL start?

That is not known. Revolut says details on regions and rollout will follow later.
